HRF’s mission is to promote freedom and democracy “with a focus on closed societies.” In order to fulfill our mission, HRF has taken on classifying all countries in the world with an aim to distinguish democratic from authoritarian regimes. According to HRF’s research, the world currently has a little over 100 democracies that govern over 47% of the world’s population; 40 competitive authoritarian regimes that rule 1.2 billion people; and 53 full-fledged dictatorships that oppress 2.8 billion people or 30% of the world’s countries. Through our regime classification research, we are able to focus our limited resources on authoritarian countries, where civil society is systematically prevented from having an alternative voice about domestic policy.
