Leonid Volkov is the political director of the Anti-Corruption Foundation, the leading organization of Russia’s anti-Putin and anti-war resistance movement, founded by the late Alexei Navalny. A mathematician by background, Volkov entered politics in 2009 at age 28, when he was elected as the only independent member of the City Council of Ekaterinburg, Russia’s fourth largest city. He served as campaign manager and chief of staff for Navalny’s Moscow mayoral campaign in 2013 and presidential campaign in 2018. The following year, Volkov was forced into exile after the Putin regime filed eleven politically motivated criminal cases against him. In 2024, he was brutally attacked in front of his house in Vilnius, and in 2025 he was sentenced to 18 years of imprisonment (in absentia). In addition to his work with the Anti-Corruption Foundation, Volkov serves as chief of staff for Yulia Navalnaya and co-founder of the Internet Protection Society (OZI), Russia’s leading digital rights NGO.
