The erosion of democracy in Honduras was initiated by the March 23 decision of the executive branch to call for a “popular consultation” to be held on June 28. This “popular consultation” would ask the Honduran people whether they wanted a Constituent Assembly to be elected on November 29, the date already designated for the presidential, legislative, and municipal elections. According to what the Honduran representative told the OAS Permanent Council on June 26, “if the fourth ballot is victorious,” a Constituent Assembly was expected to take office on November 29 and start drafting a new constitution.
