Abdullah Ibhais

Abdullah Ibhais is a Jordanian whistleblower and former media manager for Qatar’s 2022 World Cup organizing committee. In 2019, he refused to help spin a strike by unpaid migrant workers and instead urged the committee to acknowledge their grievances. He was arrested weeks later, convicted of bribery on the basis of a confession he says was coerced, in a trial that failed every standard of fairness. Re-arrested in November 2021, he served a full three-year sentence. In March 2024, the UN Working Group on Arbitrary Detention ruled his imprisonment arbitrary on multiple grounds and called for his release — a ruling Qatar ignored until his sentence ran out. In May 2026, Jordanian authorities seized his passport, summoned him to intelligence headquarters, and ordered him to cancel his appearance at the Oslo Freedom Forum and stop speaking about Qatar and migrant workers. HRF publicly campaigned for his freedom to speak and travel, urging Jordan to honor its human rights obligations and let his voice be heard.
