Owen Chow is a young Hong Kong pro-democracy activist whose case has become a symbol of the shrinking civic space under the city’s National Security Law. He is one of the Hong Kong 47, a group of 47 activists arrested in early 2021 for organizing and participating in an unofficial pro-democracy primary election in 2020, charges authorities framed as “subversion.” After months in detention and a brief period on bail to continue his nursing degree, Chow’s release was revoked for alleged breaches of his bail conditions. He was later convicted both for his role in protests and for subversion, receiving a sentence of seven years and nine months in prison. He is currently serving his sentence and has appealed his conviction.
