HRF takes note of the Cuban regime’s announcement of a “humanitarian” pardon for more than 2,000 individuals during Holy Week but stresses that such measures must be transparent and include the unconditional release of prisoners of conscience, whom early reports indicate are not among those released.

According to independent organizations, including @observacuba, @PrisonersDFNdrs, and @CubalexDDHH, those released in recent days have been individuals convicted of common crimes. Meanwhile, more than 1,200 prisoners of conscience remain arbitrarily detained for exercising their fundamental freedoms, including peaceful protest and expression.

This reflects a recurring pattern in which the regime announces broad release measures while excluding those imprisoned for political reasons. As in previous cases, including other Vatican-mediated processes, the regime continues to use prisoner releases to ease international pressure, while the vast majority of dissidents remain behind bars.

HRF is also concerned by the lack of transparency surrounding the implementation of this measure, including the absence of official information on those released. As cases like that of dissident artist @LMOAlcantara highlight ongoing abuses in detention, HRF calls on the Cuban regime to immediately and unconditionally release all prisoners of conscience and to respect fundamental rights and freedoms.
