Program Specialist

The Program Specialist will conduct research and prepare reports detailing human rights issues throughout the world, which will serve as a critical part in spreading and enhancing the Organization’s mission.

Specific duties will include:

• Support various activities for the Freedom Fellowship, Art in Protest, and HRF’s portfolio of programs, which includes focusing on community development, social research, and policy analysis; track and document program activities and impact to ensure project objectives are met; draft, fact-check, and finalize program reports and develop program literature.
• Develop and maintain partnerships with community organizations, academic institutions, non-profit organizations, and government agencies to support program objectives.
• Serve as a liaison between HRF and community groups, ensuring that programs are responsive to community needs while actively cultivating relationships with relevant stakeholders, including local partners, activists, international organizations, and donors to coordinate program activities.
• Develop and enhance training materials and resources to support research program implementation and capacity building within HRF’s community of activists, Freedom Fellows, and other stakeholders.
• Organize and facilitate workshops, seminars, and public forums to engage community members and stakeholders in discussions about nonviolent movement building, creative activism, comparative human rights, and other issues that pertain to social, political, and cultural sociology.
• Monitor key events and trends related to HRF’s programs portfolio, including but not limited to social and political movements, regional advocacy and activism efforts, digital privacy and surveillance, and human rights issues such as the freedom of expression, freedom of assembly and press freedom under authoritarian regimes) and analyze how they create opportunities for advancing HRF’s mission and goals.
• Coordinate cross-disciplinary research programs with the legal and policy team; and analyze the situation of selected human rights issues that are relevant to HRF’s portfolio of programs using sociological knowledge, concepts, and research methodology.
• Conduct in-depth legal research and analysis on Turkey’s political affairs, law, human rights to inform and support legal research program objectives.
• Work with policymakers, advocacy groups, and other stakeholders to promote policies that align with HRF’s mission and goals.
• Generate periodic reports on program metrics, including participation rates, outcomes, and impact assessments; monitor and evaluate program outcomes to assess effectiveness and identify areas for improvement.
• Support proposal development process for programs including drafting of budgets, periodic reports, cumulative assessments, programmatic proposals, and other documents for internal audiences, donors, and HRF promotional use, monitor expenditures, and prepare financial reports in line with organizational and funding requirements, identify and secure additional funding opportunities to support program growth and sustainability.

May telecommute from any U.S. location 40% of the work week. 20% domestic and international travel required.

Minimum requirements:
Master’s degree or foreign equivalent degree in Law, Sociology, or a related field of study, plus one (1) year of experience performing human rights advocacy related to social justice, community development, and activism.

Experience must include, which may be gained concurrently:

• One (1) year of experience researching sociological and human rights issues and writing legal and technical reports regarding findings.
• One (1) year of experience coordinating human rights advocacy campaigns, including preparing press releases and generating relationships with vendors and donors.
• One (1) year of experience leading human rights projects and programs, which includes monitoring the budget, operational planning, and successful implementation based on organization’s goals.
